Add config file for flutter-cluster-dashboard

- Add 'flutter-cluster-dashboard.yaml' file, which contains
  KUKSA.VAL auth token and few other paramenters.
- Set openrouteservice API Key in local.conf to the variable
  `OPENROUTE_API_KEY`.
- Change SRCREV
