4a-hal-configs: bump to latest version

this brings these commits:

* fdf0e3c intel-upsquared: fixed the bluetooth SCO with an optional mic
* 816e97e intel-minnow: fixes the bluetooth SCO with a optional mic
* 005877c 4a-hal-configs: update unicens configs
