weston-ini-conf: explicitly enable compositor gRPC proxy

Add "grpc-proxy" to the new WESTON_FRAGMENTS_BASE to explicitly
enable agl-shell-grpc-proxy, thus matching the configuration the
agl-compositor bbappend in this layer enables.
