Update to YP 4.0.12

* Update poky to the yocto-4.0.12 revision.
* Also uprev the following layers:
** meta-openembedded
** meta-virtualization
** meta-security
** meta-clang

Basic testing has been performed on these platforms:

* h3ulcb
* raspberrypi4
* beaglebone/bbe
