Update VSS engine speed signal user SRCREVs

Update the SRCREVs of the following applications that use the VSS
engine speed signal to pick up their fixes for the signal data type
being corrected in our VSS overlays:

- flutter-ics-homescreen
- flutter-cluster-dashboard
- dashboard
- cluster-dashboard
