Add repo manifest for lamprey 12.1.0

Cut lamprey 12.1.0 as minor version update due to the changes in:

* Update of Renesas RCar-BSP to BSPv5.5
* Conversion to new YP override syntax (e.g. _append becomes :append)
* fix for github dropping unauthenticated git protocol access
* update to YP release 3.1.12
