Revert "Use new --build-tags argument"

This broke CI:

$> lavacli -i agl jobs submit testjob_lab-agl-core.yaml
job_id='Unable to call '\''jobs.submit'\'': <Fault 400: "Problem with submitted job data: extra keys not allowed @ data['\''build-tags'\'']">'

e.g.:

Please submit again when issue is fixed.
