virtualization/linux-yocto: Enable virtio SCMI driver.

Snippet has been generated using menuconfig/diffconfig tasks.

Enabled VIRTIO_SCMI and ARM_SCMI_PROTOCOL.

Switch off enabled by default ARM_SCMI_POWER_DOMAIN since it is not
planned to be used at the moment.
