Update to Yocto Project dunfell v3.1.23

Update core layers to the YP 3.1.23 release:
* poky
* meta-openembedded

Updated meta-freescale BSP with i.MX VPU API fixes.

Built-tested the following platforms:
* qemux86-64
* h3ulcb
* raspberrypi4
* bbe
* imx8mqevk
