agl-demo-control-panel: Add installation steps for debian/RPiOS

A PyQt6 application to simulate CAN Bus signals using Kuksa.val for the AGL demo platform. The application is intended to be used alongside relevant AGL Images or any application subscribing to VSS signals via Kuksa-databroker.
