wam: add AGL_DEVEL flag if 'agl-devel' distro feature is on

We want the remote inspector to be available only in debug mode, i.e.
when the 'agl-devel' feature is on.  We will use this flag to check
if that is the case.

AGL-bug: SPEC-2327
