Update to YP 4.0.9

* Update poky to the yocto-4.0.9 revision.
* Also uprev the following layers:
** meta-openembedded
** meta-virtualization
** meta-qt5
** meta-clang

Basic testing has been performed on these platforms:
* qemux86-64
* h3ulcb
* raspberrypi4
* imx8mq-evk
