Enforce same IMAGE_FSTYPES across all boards for AGL

Enforce same IMAGE_FSTYPES across all boards for AGL

This changeset enforces the same output images across all boards
to be ext4.xz and tar.xz . No exceptions.

Reasons: disk space, unification of instructions, download size
